It is important for One World Conservation (OWC) to educate and bring awareness to the general public on how they can take a stand for an animal whose needs they believe are not being met. We have attempted to make this a simple and easy step, as you do not have to be an organization to file a complaint with the USDA.

To better understand what’s in violation according to US law, please refer to the Animal Welfare Act. Most of what we file on falls under Part 3, Subpart F.

Option 1

The USDA provides a generalized form to send in complaints. This may be the easier option; however, we would urge you to use option 2 for a more in-depth complaint.

Option 2

This option will allow you to attach the necessary photographic and/or video evidence to back up your claims.

The following map will tell you which division, eastern or western, your state falls in. This will decide which office you need to contact.

Formatting Your Document

Your document should include the following information, and may be presented in either a PDF format or body text in the email. Please note, if you are filing on multiple facilities, each location must be filed as a separate complaint.


  1. Your name
  2. Your location
  3. Your contact information (email, phone, etc.)
  4. The date upon filing


  1. The location you are filing on, including if available, the facility’s USDA certificate number and address.

If you are filing on multiple species, please include separate instances of the following:

  1. Species
  2. Gender and age, if known
  3. Time observation occurred
  4. Temperature
  5. A description of your concerns, backed up if possible with photographic or video evidence.
